GAZETTE NOTICE

FEES AND CHARGES FOR THE CALENDAR YEAR 1 JANUARY 2020 TO 31 DECEMBER 2020 IN TERMS OF THE PROJECT AND CONSTRUCTION MANAGEMENT PROFESSIONS (ACT 48 OF 2000)

The South African Council for the Project and Construction Management Professions (SACPCMP) is empowered in terms of Section 12 (1) of the Project and Construction Management (Act 48 of 2000) to determine fees and charges payable to the Council. The relevant prescribed fees are set out in the schedule below and come into effect on 1 January 2020.

SCHEDULE: Interpretation

The South African Council for the Project and Construction Management Professions hereby prescribes its schedules of fees for the period 1 December 2019- 31 December 2020

1. Persons registered with the Council in terms of the Act, are required to pay the applicable Annual fee in January annually.

2. In terms of section 20(1) (a) (iii) of the Act the council may cancel the registration of a registered persons if he/she fails to pay the prescribed annual fee or portion thereof within 60 days of it becoming due or within such further period as the Council may allow, either before or after the expiry of the 60 days

3. A registered person, whose registration has been cancelled in terms of clause 2 above, is liable to pay all arrear annual fees and outstanding fees and all applicable charges on application of reinstatement

4. An Administrative fee will be charged should the applicable annual fee not be paid within the prescribed period

5. The annual fee for initial registration is calculated on a pro-rata dependent on which month of the year registration takes place.

The fees prescribed herein include Value Added Tax (VAT)

THE SCOPE OF WORK FOR CATEGORIES OF REGISTRATION OF THE PROJECT AND CONSTRUCTION MANAGEMENT PROFESSIONS

PREAMBLE
1. Background
The Council for the Built Environment (the CBE) is a statutory body established in terms of the Council for the Built Environment Act, 43 of 2000 (the CBE Act). The CBE is an entity of the Department of Public Works and Infrastructure (DPWI).

The CBE is an overarching body, regulating the activities of the six councils for the following built environment professions (the CBEP): engineering, architecture, landscape architecture, quantity surveying, property valuation and project and construction management. The CBE Act impels the CBE to, after consultation with the Competition Commission (CC) and in consultation with the Councils for the Built Environment Professions (CBEP), identify the scope of work for each category of registration (section 21 of the CBE Act). The consultation with the CC was conducted. The CBE is keen to continuously engage the CC on the process of regulating the built environment professions. The CBE will also seek collaboration with the CC on the development and communication of an advocacy position on the regulation on the built environment professions.

Midrand, Tuesday, 17 September 2019 – The South African Council for the Project and Construction Management Professions (SACPCMP) has published the following pertaining to the Guideline Scope of Services and Recommended Guideline Tariff of fees for Registered Persons:

1. Guideline Scope of Services and Recommended Guideline Tariff of Fees for Registered Persons for Construction Health and Safety Professionals, registered in terms of the Project and Construction Management Professions Act, 2000.

And

2. The Amended Guideline Scope of Services and Recommended Guideline Tariff of Fees for Persons Registered for Professional Construction Project Management Services in terms of the Project and Construction Management Professions Act, 2000.

Call For Comment

Revised Programme Accreditation Policy in terms of Section 13 of the Project and Construction Management Professions Act, 2000 (Act No 48 of 2000)

Written comments and inputs are invited by The South African Council for the Project and Construction Management Professions (SACPCMP) from all educational institutions, Voluntary Associations, and persons and/or industry on the Revised Programme Accreditation Policy.

The SACPCMP is empowered in terms of Section 13 of the Project and Construction Management Professions Act (Act No 48 of 2000) to accredit programmes offered by educational institutions as well as undertake accreditation audits of all institutions of higher learning that offer Project and Construction Management educational programmes, as contemplated in Section 13 of the Act.

The Revised Programme Accreditation Policy for institutions can be downloaded from www.sacpcmp.org.za.

Midrand, Monday, 12 August 2019 – The South African Council for the Project and Construction Management Professions (SACPCMP) has published a Call for Comment in the Government Gazette regarding the Scope of Services pertaining to Certified Building Inspectors and Professional Building Inspectors.

Written comments and inputs are invited by the SACPCMP from all Voluntary Associations, persons and/or industry on Scope of Services for the two categories, published in terms of the Section 18(1)(c) of the Project and Construction Management Professions Act, 2000 (Act No. 48 of 2000).

The closing date for submitting comments is Thursday, 13 September 2019.  The Scope of Services for each category can be downloaded from www.sacpcmp.org.za.
